Marine resources and their exploitation, recovery and economic networks they generate are here from the perspective now inevitable growing environmental constraints, policy management and technical innovation. The recent development of marine biotechnology , the discovery of a great pharmacopoeia especially in reef environments , the development of marine renewables , are examples which show that man can develop through these new technologies property and services of the ocean. But this development resources under pressure of global change requires not only taking into account technical, but also social and political. This is the price that the analysis of maritime activities will assess the sustainability and development of various economic sectors and coastal populations, faced with the objectives of a "blue growth" associated with a return to the "good state "of the marine environment.

" Management control is a process that enables an organisation to clarify its performance objectives and guide their achievement while ensuring that the actions undertaken by its various units are coherent. " With that definition, this book places the control process at the heart of the managers role within the organisation. It offers a refreshing vision of management control by organising its discourse around the fundamental challenges involved in the control process. Understanding these challenges will enable managers to enrich the way they create the tools that support the process.

In the early stages of planning the Third International Conference in System Science in Health Care, the steering committee members, most of whom had participated in the first conference in Paris (1976) and the second in Montreal (1980), made some basic decisions about organization of subject matter. The earlier meetings had been very successful in bringing together specialists from the health professions and the traditional sciences. In addition to physicians and nurses, these were representatives of the disciplines of the behavioral sciences, system theory, economics, engineering, and the emergency fields of management science and informatics -all concerned with the development of health resources in a broad system context. The reported research and experience of the many disciplines represented had dealt with one or more of three concerns: 1) a major health problem, such as cardiovascular disease, or an important popUlation at risk, such as the elderly or children or workers; 2) some generic aspect of organization and decision making, including trial and evaluation ofinnovative health strategies; and 3) the methodology of research and analysis in system of health service. The challenge to the conference organizers lay in the eliciting and arranging of experiences in such a way that the health services could be seen as purposeful, living, evolving systems.

Since the late 1990s, new strategies concerning the role and shape of welfare states have been formulated, many of which are guided by a logic of social investment. This book maps out this new perspective and assesses both its achievements and shortcomings. In doing so, it provides a critical analysis of social investment ideas and policies and opens up for discussion many of Europe's most pressing concerns—such as an aging population, the current economic crisis, and environmental issues— and whether social investment can provide adequate responses to these challenges.
